The Forum was convened by the Study Team to inform its findings on the implementation and impact of the Framework. Over 100 delegates, drawn from stakeholder groups involved in implementation and use of the Framework participated in the event.
The Forum opened with presentations on the main issues identified by the other main inputs to the Study.
Realising an Integrated Framework
Issues addressed included whether the various awards systems operate differently at Levels 3-5; permeability between further and higher education and training; whether the Framework operates differently at Levels 1-5 and at Levels 6-10 on the Framework.
Meeting the Needs of All Learners
Issues addressed included different understandings and representations of the Framework at different levels; extent of provision at Levels 1-2 on the Framework; progression at Levels 5-8 on the Framework; awareness and understanding of the Framework amongst learners and parents
Learning Outcomes and Cultural Change in the Education and Training Environment
Issues addressed included making learning outcomes a reality in terms of programme design and delivery i.e., teaching, learning and assessment; linking learning outcomes and quality assurance
Issues addressed included application and use of the Framework; use of the Framework for mobility and recognition; funding policy developments; professional practice; awareness and understanding of the Framework amongst other stakeholder groups; determining the data required to assess progress in the future
